This quest is given by Malpas who can be found in North Coast.

Go harvest 5 Willow from Bushes that can be found anywhere in Yore like around of Aria, Swamp area, Shroom Town, around Sacke, around Gombard. Make sure you are at least level 5 of Foraging.
Go to the Swamp to fish 4 Catfishes. Make sure you are at least level 4 of Fishing.
Head to Dark Forest and complete Naggy's quest Pots of Berries to be able to buy her Catfish Gut Recipe or buy some from other players.
Cook 4 Catfish Gut using the recipe or skip this step if you've already bought from someone else.
Now from Bala head to east to the desert to arrive at S'thel Settlement and talk to Abraham in Axes to Grind to get a Wooden Reel.
Go back to Malpas to complete the quest.

You may take advantage in Dark Forest and farm 20 Snake Scale from Snakes to complete the quest Sliding Scales to also upgrade another tool.
