Speak to Ase in Manheim castle.
Prerequisites
You must read the Queen's Diary located in her bedroom to unlock the dialogue option leading to this quest. The diary can be found in the Eastern room above Liz's chamber.
Guide
Ase is upset and wants help to take her place in the kingdom alongside the king. Speak to the king and ask him if he still loves Ase. He proclaims he does more than anything in the world and wants you to take a proclomation to be read in Aria by Yoric. He says he will tell the world and you are to head back to the king, report what you have done and then speak back to Ase who tells you she has heard throughout the world of her kings love for her.
